Budget Impact Analysis (BIA) is an important tool in the healthcare decision-making process. This applies as much to policy makers and payers as to drug manufacturers and suppliers. This short course is designed to introduce the audience to BIA as it is used by relevant stakeholders in the Middle East region in economic evaluations of new healthcare interventions or changes in policy.

Part 1 of the course will concentrate on BIA as a policy tool and the implications thereof in the Middle East, including perspectives, guidelines and recommendations on how to incorporate BIA in value communications in different Middle Eastern countries. Part 2 of the course will focus on principles of good BIA design and a practical example of how to design a BIA in MS Excel—using a standard approach but aligned with best global practices—with assistance from the course facilitators.

Upon completing the course, participants will have an understanding of the basic elements of BIA, ie, what it means, different approaches to BIAs and the questions it answers, as well as a good foundation for conducting a BIA model in MS Excel and presenting the results at a policy level to support decision-making. A working knowledge of MS Excel is recommended to fully benefit from this course.

Participants who wish to gain hands-on experience are required to bring their laptops with MS Excel installed.
