Study: Zero Co-Pay Program Reduced Health Spending by 18%

Blue Cross Blue Shield of Louisiana’s (BCBSLA) Zero Dollar Co-pay (ZDC) program cut total, per-month health care spending by 18 percent, a new study published in AJMC suggests.

The study by Xiaojing Yuan et al. also found a decrease in medical spending through the program, which was launched in 2014, but no change in pharmacy spending.

“The ZDC program provides evidence that value-based insurance designs that incorporate a comprehensive set of medications and focus on populations with chronic disease can reduce spending,” the study states.
